Rates could be reduced if the state did not receive a large commission from the phone company.
Quite a few states allow people in prison to make debit calls. These calls are much less expensive, and they allow the incarcerated person to take more responsibility for paying bills.
Studies have shown that someone leaving prison with a strong social support system is likely to do better than someone without. Friendlier phone policies would enhance public safety.
While I resent paying these bills, at least I can afford it. Many on fixed incomes simply are not able to accept calls.
