  • How difficult it is to visit, because of distance, work schedule, visiting hours, and/or family circumstances.
  • How important it is to maintain contact in order to ensure his or her successful return to society.

You might want to include some of the following points.
  • Rates could be reduced if the state did not receive a large commission from the phone company.
  • Quite a few states allow people in prison to make debit calls. These calls are much less expensive, and they allow the incarcerated person to take more responsibility for paying bills.
  • Studies have shown that someone leaving prison with a strong social support system is likely to do better than someone without. Friendlier phone policies would enhance public safety.
  • While I resent paying these bills, at least I can afford it. Many on fixed incomes simply are not able to accept calls.
